Addressing Development Concerns
Concerns about ratepayers funding or “subsidizing” development
The District has presented on this topic on several occasions at Board meetings and Finance Committee meetings. Below are links to those presentations, which address the questions about charges to developers and whether existing customers are subsidizing the cost of new developments.
- At the Board meeting on April 27, 2022 and the Board meeting on October 7, 2020, staff presented on the Capital Facilities Expansion (Capacity) Fund. During these presentations, we answered questions about whether rate payers are funding development and the answer is no, growth pays for growth. Timing of Collection of Capacity Fees
- At the Board meeting on March 3, 2021, staff presented on the Capacity Fund and addressed specific questions from the public as well as the Board regarding the timing of capacity fee collection and the balance in the capacity fund.
