The Master Plan is a comprehensive document that evaluates the capacity of the existing water and sewer systems and specifies improvements necessary to serve existing and future customers. The elements studied to determine future demands are subject to change and must be periodically updated; typically a Master Plan is updated every 5 years. An accurate analysis may include many factors; regional population projections, proposed development within the Vallecitos sphere of influence, environmental impacts, lifecycle, maintenance requirements, and cost efficiency.
